About the Event

For the 50th Annual Legislative Conference (ALC), the Congressional Black Caucus Foundation brought thousands of leaders, advocates, policymakers, and changemakers to Washington, D.C. for four days of conversation, connection, culture, and celebration. From September 16–19, the Walter E. Washington Convention Center served as the heart of the conference, with daily programming spanning policy sessions and established Braintrusts, an expansive Exhibit Hall Showcase, Career Fair, and HBCU College Fair.

Beyond the Convention Center, ALC extended across the District with a full slate of off-site experiences, including a Community Breakfast and Opening Press Conference at Franklin Square Park, the Gospel Extravaganza at United House of Prayer, SOJO Reception at the National Building Museum, CBCF Chair’s Legacy Reception at the JW Marriott, and The Black Party at The Hamilton Hotel. Each event brought its own audience, environment, and production needs while remaining part of one cohesive experience.

The week culminated in ALC’s signature programming, including the Comedy Show & Alumni Reception featuring Loni Love and Rick Ross, the Town Hall, Day of Healing Prayer Breakfast featuring Rev. Dr. George Parks, Jr. and John P. Kee, and the Phoenix Awards, headlined by the Isley Brothers. As CBCF’s longtime production partner, Stratus managed the complexity behind this milestone convening—connecting programming, venues, vendors, talent, logistics, and production across multiple spaces and event formats to help deliver the 50th ALC at the scale the occasion demanded.

Scope of Services

Strategic Planning & Governance

  • Served as an extension of CBCF’s Strategic Events team, providing year-round strategic planning and production leadership for the 50th Annual Legislative Conference.
  • Partnered with CBCF leadership across Conference programming, Signature Events, Off-Site Events, exhibits, sponsorship, security, and anniversary programming.
  • Established clear planning workflows across CBCF stakeholders, Stratus teams, venues, and vendor partners to keep decisions moving and responsibilities aligned.
  • Built and managed the master planning framework connecting hundreds of moving pieces across the Convention Center and events throughout Washington, D.C.
  • Developed and maintained critical production tools, including master timelines, production schedules, briefing books, run-of-show documents, staffing plans, and floor plans.
  • Maintained a single source of truth across the production, ensuring teams had accurate, current information from early planning through final execution.

Conference Architecture & Project Management

  • Led the planning and operational framework for ALC’s extensive conference program, spanning Braintrusts, Policy Sessions, General Sessions, and partner-led programming.
  • Managed logistics across approximately 17–20 active session rooms, coordinating simultaneous programming, room transitions, speaker movement, and attendee flow.
  • Built and maintained detailed production timelines and deliverable trackers to keep programming, logistics, and production teams aligned throughout planning and execution.
  • Developed comprehensive floor plans and room layouts, managing stakeholder approvals and Fire Marshal submissions across conference spaces.
  • Planned overflow operations for high-attendance sessions, ensuring teams could respond quickly as audience demand shifted throughout the conference.
  • Advised on room utilization, programmatic requirements, and operational efficiencies to create a seamless experience across a complex, multi-room conference environment.

Session Operations & Speaker Management

  • Managed day-of operations across ALC session rooms, ensuring programming remained on schedule and each space was prepared for a consistent attendee experience.
  • Deployed and coordinated Production Assistants and CBCF volunteers across session spaces to support timing, room readiness, speaker needs, and program execution.
  • Oversaw run-of-show execution, speaker movement, and room turnovers across a fast-moving schedule of concurrent programming.
  • Operated the Speaker Ready Room as the central hub for speaker check-in, scheduling, content coordination, and preparation before sessions.
  • Coordinated speaker arrivals and movement throughout the Convention Center, aligning production logistics with established security protocols.

Technical Production & Content Management

  • Led technical production across Conference and Signature Event spaces, creating a consistent production standard across the ALC experience.
  • Managed audiovisual production across session rooms, with scalable technical packages tailored to the programming and production needs of each space.
  • Coordinated presentation content and slide workflows, including real-time updates and last-minute program changes.
  • Planned and managed rehearsal schedules, technical rehearsals, and show calling for key programs and Signature Events.
  • Provided real-time technical oversight and troubleshooting, keeping programming moving seamlessly across a dynamic, multi-venue production environment.

Signature Events & Broadcast-Level Production

  • Led end-to-end production for ALC’s marquee Signature Events, including the National Town Hall, Day of Healing Prayer Breakfast, and Phoenix Awards.
  • Partnered with CBCF on creative direction and execution strategy, translating each program’s vision into a detailed live production plan.
  • Managed rehearsals, stage operations, backstage logistics, greenrooms, hold rooms, talent movement, and audience flow across each Signature Event.
  • Coordinated complex principal and Member movement, including Parade of Congress staging and arrival logistics, in alignment with production and security protocols.
  • Delivered broadcast-level production for the Phoenix Awards and other key programs, including multi-camera capture, show calling, technical rehearsals, and live program execution.
  • Advanced technical and hospitality requirements for featured talent and performers, coordinating closely with CBCF’s entertainment partners from pre-production through showtime.

Food & Beverage Oversight

  • Oversaw food and beverage operations across Conference programming, Signature Events, VIP experiences, and off-site events throughout ALC.
  • Partnered with CBCF on menu planning, catering coordination, and service strategies tailored to the needs of each program and audience.
  • Coordinated service timing, dietary accommodations, and hospitality requirements across receptions, greenrooms, VIP spaces, and event venues.
  • Managed on-site F&B execution in close collaboration with catering partners and venue teams, ensuring service remained aligned with each program’s schedule.
  • Maintained consistent hospitality standards across multiple venues and event formats, creating a cohesive guest experience throughout the conference.

Off-Site Event Planning & Execution

  • Led end-to-end planning and production for ALC’s off-site events, extending the conference experience to distinctive venues throughout Washington, D.C.
  • Managed venue sourcing, contracting, advancing, and logistics, tailoring each space to the needs and character of its individual program.
  • Coordinated catering, décor, furniture, audiovisual production, staffing, and other event partners to deliver fully realized experiences beyond the Convention Center.
  • Managed talent, DJs, live programming, and sponsor activations, integrating entertainment and experiential elements into each event.
  • Coordinated transportation and movement logistics for staff, talent, and VIPs across the citywide event footprint.
  • Served as the central production lead for venues and vendor partners, connecting every off-site event back to the broader ALC operation.

Exhibits, Branding & Collateral Management

  • Partnered with CBCF’s Exhibits team to integrate the Exhibit Hall into the broader conference experience, balancing exhibitor needs, attendee flow, and production requirements.
  • Supported Exhibit Hall floor plan development, ensuring exhibits, activations, and operational elements worked cohesively within the space.
  • Coordinated signage, décor, environmental branding, and sponsor activations to create a consistent visual experience throughout the Exhibit Hall.
  • Managed exhibitor load-in and load-out coordination, aligning vendor activity with the larger Convention Center production schedule.
  • Oversaw production timelines, delivery, and on-site placement of conference collateral and branded elements across the event footprint.

Security & Transportation Coordination

  • Coordinated closely with CBCF’s security partners, venue teams, law enforcement, protective details, and transportation providers across the ALC footprint.
  • Integrated security requirements into production planning, balancing secure operations with the movement of attendees, speakers, Members, talent, and VIPs.
  • Developed security diagrams and operational documentation to support access control, protected movements, and venue-specific protocols.
  • Managed transportation logistics for conference shuttles, VIP vehicles, talent transportation, and staff movement between the Convention Center and off-site venues.
  • Coordinated secure routing, arrivals, departures, and credentialed access to keep high-level movements efficient while minimizing disruption to the broader guest experience.

On-Site Command, Real-Time Logistics & Post-Event Management

  • Operated a centralized command structure throughout ALC, connecting Stratus, CBCF, venues, vendors, and production teams across the conference footprint.
  • Directed on-site staffing, vendor activity, production schedules, and guest flow while maintaining visibility across simultaneous programs and event spaces.
  • Managed real-time adjustments and problem-solving, allowing teams to respond quickly to evolving production, programming, and operational needs.
  • Led rehearsals and live show execution, ensuring teams remained aligned from doors open through the final cue.
  • Managed post-event reconciliation of vendor invoices and contracts, bringing the same level of oversight to closeout as production.
  • Conducted post-event debriefs and developed recommendations to capture learnings, identify opportunities, and strengthen future ALC planning.
